What Is the Utilities Consumer Advocate?
The UCA is an office of the Government of Alberta that advocates for residential, farm, and small business utility consumers. It covers electricity, natural gas, and water. The UCA is not a retailer and does not sell anything - its role is to educate consumers, help resolve disputes, and represent consumer interests in regulatory proceedings.
Because Alberta has a deregulated energy market, you choose the company that sells you electricity and natural gas. Choice is good, but it also means comparison shopping - and that is exactly what the UCA exists to make easier.

The UCA's Cost Comparison Tool lists current plans from Alberta's licensed energy retailers side by side. It is the closest thing Alberta has to an official, neutral price list.
2. Mediation When Something Goes Wrong
If you have a billing dispute or a problem with a utility company that you cannot resolve on your own, the UCA's mediation team can step in. They work directly with retailers and distributors on your behalf. This service is free.
3. Independent Information
The UCA publishes plain-language guides on understanding bills, reducing usage, moving, disconnections, and consumer rights. When you want an answer that does not come from a company trying to sell you something, this is where to look.

How to Use the Cost Comparison Tool
- Pick your usage type - residential, small business, or farm.
- Estimate your usage - the tool offers ranges. A typical Alberta household uses around 600 kWh of electricity and 10 GJ of natural gas per month.
- Select your location - available retailers vary by where you live. Some rural areas are served by a Rural Electrification Association or natural gas co-op.
- Choose energy type and plan type - electricity, natural gas, or bundled; fixed, variable, or regulated.
- Compare the full picture - look at the rate and the admin fee and any exit fees and contract terms. A low rate with high fees can cost more than a higher rate with none.
