Alberta Energy Deregulation Explained: What It Means for Your Bill

Alberta has had a deregulated energy market since 2001. But what does that actually mean for you? In simple terms: you get to choose who you buy your electricity and natural gas from — and that choice can save you real money.
What Is Energy Deregulation?
Before deregulation, Albertans were assigned a utility company that handled everything — generating power, delivering it to your home, and billing you for it. You had no choice and no leverage on price.
In 2001, Alberta separated the energy industry into two distinct roles:
- Distribution companies (wire owners) — These maintain the power lines, gas pipelines, and meters. They deliver energy to your home. Examples: EPCOR Distribution, ENMAX Power, ATCO Gas, FortisAlberta.
- Retailers — These are the companies you buy energy from. They compete for your business with different rates and plans. Examples: Bright Fire Energy, ATCO Energy, ENCOR by EPCOR, EasyMax by ENMAX.
The key insight: your distribution company never changes. When you switch retailers, nothing physical changes at your home. The same lines deliver the same power. You just get a different rate on your bill.

Roads (distribution) are maintained by the government regardless of which car (retailer) you drive. Switching from a Ford to a Toyota doesn't change the road — it just changes what you pay for the vehicle. Same with energy retailers.
The Regulated Rate Option (RRO)
If you never actively chose a retailer, you're on the Regulated Rate Option (RRO). This is the default rate set by your local utility. It changes monthly based on market conditions and has been historically volatile.
The RRO isn't designed to give you the best deal — it's a safety net. Most Albertans can save by switching to a competitive retailer and choosing either:

- Fixed rate — Locks in a price for 1-5 years. Gives budget certainty even if the market spikes.

Your distribution company depends on where you live:

Things to Watch Out For
- Cancellation fees — Many retailers charge $50-$250+ if you leave before your contract ends. Bright Fire charges $0 cancellation fees on all electricity plans, fixed or variable. (Natural gas fixed-rate contracts have a $250 early exit fee.)
- Introductory rates — Some retailers offer low teaser rates that jump after a few months. Read the fine print.
- Door-to-door salespeople — Alberta banned unsolicited door-to-door energy sales in 2017. If someone knocks on your door selling energy, they're breaking the law.
- Auto-renewals — Some contracts auto-renew at higher rates. Know when your contract ends.
